El presente trabajo de grado busca evidenciar y dar un posible ejemplo de solución al impacto significativo que el abandono y negligencia estatal genera en la infraestructura prestadora de servicios esenciales, y cómo este impacto trasciende a las comunidades y sus núcleos.
Para el presente documento se expone el caso puntual del Instituto Colombiano de Bienestar Familiar (ICBF) y más concretamente al Grupo de Infraestructura Inmobiliaria (GIL), institución de carácter pública, con la cual se estableció un convenio para la realización de prácticas profesionales y trabajos de grado, siendo el presente un derivado del mismo..
En primer lugar se ofrece un pequeño antecedente histórico y contextualización sobre la institución, así como también se desarrolla un profundo análisis del estado del arte o cuestión, referente a dos edificaciones propias de la institución, bajo la dirección de la sede Regional Santander, las cuales ejemplifican de manera directa el estado interno actual del instituto y la mayoría de sus puntos de atención a nivel nacional. De igual manera se expone material referencial e información crítica recuperada mediante una salida de campo e interacción “uno a uno”, con el contexto y sus comunidades, con el fin de formular una propuesta arquitectónica receptora.

Abstract
This thesis seeks to demonstrate and give a possible example of a solution to the significant impact that state abandonment and negligence generates in the infrastructure that provides essential services, and how this impact transcends communities and their nuclei.
For this document, the specific case of the Colombian Institute of Family Welfare (ICBF) is presented, and more specifically the Real Estate Infrastructure Group (GIL), a public institution, with which an agreement was established for the realization of professional internships and degree work, the present one being a derivative of it.
In the first place, a small historical background and contextualization of the institution is offered, as well as an in-depth analysis of the state of the art or issue related to two buildings of the institution, under the direction of the Santander Regional headquarters, which directly exemplify the current internal state of the institute and most of its points of attention at the national level. Critical information is retrieved through a field trip and "one-to-one" interaction with the context and its communities, in order to formulate a receiving architectural proposal.
