dc.description.abstractEl proyecto consiste en realizar el diseño de un “Modelo empresarial y ambiental para la administración y manejo sostenible de los sistemas propios del resguardo Inga de Santiago Putumayo”, fundamentado en el ejercicio del derecho a la AUTONOMÍA que le corresponde a los pueblos indígenas sobre sus recursos y sistemas propios, así lo reconoce el convenio 169 de la Organización Internacional del Trabajo (OIT), la Constitución Política de Colombia de 1991, Ley 89 de 1890, y específicamente lo relacionado con el decreto 1953 de 2014 que refiere sobre los recursos de Asignación Especial del Sistema General de Participaciones para Resguardos Indígenas - AESGPRI, “Las Entidades Territoriales Indígenas, gozan de autonomía para gestionar sus intereses administrativos, financieros, económicos, socio culturales, entre otros. Los ingresos directos son los recursos que la Nación transfiere a las entidades territoriales y resguardos indígenas.” (DNP, 2015, s.p.). Lo anterior antes que el gobierno expida la Ley que refiere el Artículo 329 de la Constitución Política de Colombia. Este diseño de modelo de gestión empresarial, es una herramienta administrativa que permite optimizar el accionar del talento humano, recursos, conocimientos y saberes ancestrales, que se verán reflejados en la construcción del sistema estratégico y operativo, definiendo los mecanismos de control correspondientes a sus usos, costumbres y tradiciones, en el marco de su autonomía y gobierno propio. El modelo empresarial es una propuesta de valor relacionada con el ejercicio al derecho de la autonomía indígena, y se consolida en el camino hacia el proceso de constitución de la Entidad Territorial Indígena, entretanto se expida la Ley Orgánica de Ordenamiento Territorial, con la cual se dará uso eficiente de sus recursos y sistemas propios, contribuyendo al mejoramiento de la calidad y condiciones de vida de la comunidad y su supervivencia física y cultural como etnia.spa
dc.description.abstractenglishThe project consists of designing a "Business and environmental model for the administration and sustainable management of the own systems of the Inga reservation of Santiago Putumayo", based on the exercise of the right to AUTONOMY that corresponds to the indigenous peoples over their own resources and systems, as recognized by the Convention 169 of the International Labor Organization (ILO), the Political Constitution of Colombia of 1991, Law 89 of 1890, and specifically what is related to Decree 1953 of 2014 that refers about the resources of Special Allocation of the General System of Participation for Indigenous Reservations - AESGPRI, "The Indigenous Territorial Entities, enjoy autonomy to manage their administrative, financial, economic, socio-cultural interests, among others. Direct revenues are the resources that the Nation transfers to the Indigenous territorial entities and resguardos." (DNP, 2015, s.p.). The above before the government issues the Law referred to in Article 329 of the Political Constitution of Colombia. This business management model design is an administrative tool that allows optimizing the actions of human talent, resources, knowledge and ancestral knowledge, which will be reflected in the construction of the strategic and operational system, defining the control mechanisms corresponding to their uses, customs and traditions, within the framework of their autonomy and self-government. The business model is a value proposal related to the exercise of the right to indigenous autonomy, and is consolidated in the path towards the constitution process of the Indigenous Territorial Entity, while the Organic Law of Territorial Ordering is being issued, with which efficient use will be made of their own resources and systems, contributing to the improvement of the quality of life and living conditions of the community and their physical and cultural survival as an ethnic group.eng
