Aportes para la implementación y seguimiento del plan institucional de gestión ambiental en la Alcaldía de Fontibón

La Secretaría de Gobierno Distrital, conciente de sus obligaciones de incorporar criterios ambientales a su gestión y en el marco de sus responsabilidades constitucionales con la ciudadanía de generar valor y capital social a la ciudad, adelantó la formulación del Plan Institucional de gestión Ambiental- PIGA “Reconcíliate con el Medio Ambiente”. Este Plan es sin duda una herramienta clave que permitirá incorporar a nivel de sus dependencias los criterios ambientales visibles “puertas adentro”. Para la implementación exitosa de un plan de esta naturaleza, es necesario aunar esfuerzos de varios tipos, que incluyen un buen manejo de recursos institucionales, financieros, humanos y técnicos para satisfacer las necesidades de bienes de consumo colectivo y las exigencias de mostrar resultados frente a las problemáticas ambientales a nivel interno en las Alcaldías Locales. Si estos planes se realizan con criterios técnicos y además existe voluntad de mejorar la eficiencia en el uso de recursos y minimizar los impactos negativos, algunos de los principales resultados que se pueden esperar incluyen: i) contar con una base de datos que brinde a la dependencia (Alcaldía Local) datos fidedignos para poder tomar medidas de contingencia; ii) identificar las debilidades en la gestión ambiental de Alcaldía, por medio de fichas de hallazgos, con las cuales se pueda visualizar la tendencia de su sinergia (sumatoria de impactos pasivos a impactos irreversibles); iii) contemplar dentro de la Alcaldía la necesidad de un grupo profesional del medio ambiente, para guiar en la optimización de los procesos a nivel interno. En el marco de esta estrategia Distrital, el autor de este documento desarrolló durante los meses de junio a diciembre de 2005 su práctica empresarial. En su calidad de practicante, formó parte integral del equipo técnico PIGA en la Dirección de Planeación y Sistemas de Información de la Secretaría de Gobierno Distrital para acompañar y asesorar a varias Alcaldías Locales de la Ciudad en implementación del PIGA. La práctica empresarial incluyó el apoyo sostenido durante los meses mencionados a un total de siete (7) Alcaldías Locales en diagnósticos de impactos ambientales y conformación de mesas de trabajo al interior de las mismas para apoyar la implementación del PIGA. Una vez realizados estos diagnósticos, se identificó la necesidad de brindar un apoyo más fuerte y profundo a la Alcaldía de Fontibón, pues presentó debilidades y falencias que justificaron una mayor intervención. De esta manera, el presente documento refleja el trabajo de apoyo y asistencia técnica que se brindó a la Alcaldía de Fontibón en la implementación del PIGA. Este documento está dividido en 5 capítulos. En el Capítulo I, se expone la justificación y los objetivos específicos del trabajo que se realizó. En el Capítulo II, se presenta el marco referencial, que incluye una exposición detallada de qué es y cuál debe ser el contenido mínimo de un Plan Institucional de Gestión Ambiental y una exposición del marco legal que lo soporta. El Capítulo III contiene la metodología que se siguió durante los meses de asistencia técnica a las siete Alcaldías Locales, incluyendo el proceso más detallado de apoyo a la implementación del PIGA en la Alcaldía de Fontibón. En el Capítulo IV se presenta el diagnóstico de la situación actual ambiental que se levantó de manera participativa con los funcionarios de la Alcaldía de Fontibón y un análisis de los resultados. Finalmente, el Capítulo V contiene las conclusiones y recomendaciones de ajuste a los programas de esta Alcaldía para la implementación y el seguimiento de su Plan Institucional de Gestión Ambiental.

Abstract
The District Government Secretariat, aware of its obligations to incorporate environmental criteria into its management and within the framework of its constitutional responsibilities to the citizens to generate value and social capital for the city, has developed the Institutional Environmental Management Plan - PIGA "Reconcile yourself with the Environment". This Plan is undoubtedly a key tool that will allow the incorporation of visible environmental criteria "indoors" at the level of its dependencies. For the successful implementation of a plan of this nature, it is necessary to combine efforts of various types, including a good management of institutional, financial, human and technical resources to meet the needs of collective consumption goods and the demands of showing results in the face of environmental problems at the internal level in the Local Mayors' Offices. If these plans are carried out with technical criteria and there is also a will to improve efficiency in the use of resources and minimize negative impacts, some of the main results that can be expected include: i) having a database that provides the unit (Local Mayor's Office) with reliable data to be able to take contingency measures; ii) identifying weaknesses in the environmental management of the Mayor's Office, by means of findings sheets, with which the trend of their synergy can be visualized (sum of passive impacts to irreversible impacts); iii) contemplating within the Mayor's Office the need for a professional environmental group, to guide in the optimization of processes at the internal level. Within the framework of this District strategy, the author of this document carried out his internship from June to December 2005. As an intern, he was an integral part of the PIGA technical team at the Planning and Information Systems Directorate of the District Government Secretariat to accompany and advise several Local Mayors' Offices of the City in the implementation of the PIGA. The business practice included the sustained support during the mentioned months to a total of seven (7) Local Mayors' Offices in diagnoses of environmental impacts and the creation of working groups within them to support the implementation of the PIGA. Once these diagnoses were carried out, the need to provide a stronger and deeper support to the Mayor's Office of Fontibón was identified, since it presented weaknesses and shortcomings that justified a greater intervention. Thus, this document reflects the support and technical assistance provided to the Mayor's Office of Fontibón in the implementation of the PIGA. This document is divided into 5 chapters. Chapter I presents the justification and specific objectives of the work carried out. Chapter II presents the reference framework, which includes a detailed exposition of what is and what should be the minimum content of an Institutional Environmental Management Plan and an exposition of the legal framework that supports it. Chapter III contains the methodology followed during the months of technical assistance to the seven Local Mayors' Offices, including the more detailed process of support to the implementation of the PIGA in the Mayor's Office of Fontibón. Chapter IV presents the diagnosis of the current environmental situation that was carried out in a participatory manner with the officials of the Mayor's Office of Fontibón and an analysis of the results. Finally, Chapter V contains the conclusions and recommendations for adjustments to the programs of this Mayor's Office for the implementation and follow-up of its Institutional Environmental Management Plan.
