Desagregación de la variable etnia-indígena en los sistemas de información en salud de Colombia

One of the great responsibilities and concerns of the national government, international organizations and indigenous organizations in the country is the current situation of the indigenous people of Colombia. Regarding the constant violation of their individual and collective rights, poverty indexes, vulnerability and high rates of morbidity and mortality, among others, and its relation with the public governmental policies that are taken to solve the current state of this population. Policies that are based mainly on the results and reports of the information systems. Therefore, this research aimed to analyze the levels of disaggregation of the indigenous ethnic variable in health information systems and to answer the contributions and limitations of these systems, for the construction and understanding of the sociodemographic and health profile of the 102 Colombian indigenous peoples, taking into account the ethnic differential approach. The population under study was constituted by the DANE and SISPRO information systems, which allow analyzing sociodemographic and health-disease-death data, related to the indigenous ethnic variable, choosing population censuses, administrative records and some technical-scientific documents. In each of the information sources consulted by DANE, it was observed how the applied forms were developed, with respect to the indigenous variable, the identification of people and language, the main theme of the source, the methodology used in the collection of data , advantages and limitations of the information. Regarding SISPRO, since it is a data warehouse that concentrates the necessary information for the construction of indicators and health reports, the analysis of the information offered by the administrative records RIPS, REPS, PAI, BDUA, SIVIGILA and the RLCPD, as well as the DANE's Vital Statistics, which together make up the SISPRO. The analysis of these sources allowed to identify their availability, to know the level of disaggregation of the ethnic-indigenous variable and the limitations and challenges of the information systems to capture data that give reason for the diversity of the health-disease process of Colombian indigenous peoples. It is thus and based on the above, that it was possible to determine that although the ethnic approach is used, there are no studies that allow analyzing the sociodemographic and health conditions of these communities, all the methodology used to obtain the information it is by conglomerates and therefore does not include significant percentages of the surveyed populations.
