En el presente trabajo se describen cambios en los indicadores embarazo en adolescentes y la inversión en modelo Servicios Amigables en Salud en el Municipio de Neiva, entre 2011 a 2014; desde el año 2008 el modelo fue implementado en el municipio buscando disminuir embarazo de adolescentes y jóvenes, las estadísticas nacionales y municipales analizadas arrojaron que no se presentó la reducción esperada del 26% a nivel nacional esta tan solo alcanzo el 8.3%, situación similar ocurrió en Neiva, actualmente el modelo es reducido a una actividad incluida dentro del Plan de Intervenciones colectivas (PIC) que no tiene en cuenta la integralidad y dimensión esperada; la Institución Prestadora de Salud (IPS) contratada para implementar y adoptar el modelo presta solamente consulta preferencial. En el periodo observado hay un leve incremento en la tasa de natalidad en adolescentes (x 10.000) entre 10 y 14 años, en el grupo de 15 a 19 años no se observa incremento, por su parte la inversión de recursos sectoriales pareciera ser muy similar en los diferentes años, pero si convirtiéramos estas cifras a pesos constantes sería evidente un decremento en inversión y contratación. Se reconoce que la gestación adolescente no depende del sector salud por lo que es necesario desarrollar estudios que incluyan mayor número variables y una análisis que trascienda este estudio descriptivo; se debe resaltar que los indicadores observados y su proceso de búsqueda dejan ver poco empoderamiento de los actores de SGSS y no identificación como parte de los garantes derechos sexuales y reproductivos para adolescentes y jóvenes.

Abstract
This work describes the changes in the pregnancy rate indicators among adolescents and the investment in the “Friendly Health Services” (Servicios Amigables en Salud) model in the municipality of Neiva between 2011 and 2014. The model was implemented in the municipality in 2008 with the aim of reducing the number of pregnancies among adolescents and young ones. The national and municipal statistics analyzed showed that the expected reduction of 26% was not achieved. On a national level, only a reduction of 8.3% was reached and the situation was similar in Neiva. Currently, the model has been reduced to an activity included within the Collective Intervention Plan (Plan de Intervenciones Colectivas (PIC)) which does not take into account the scope and dimensions hoped for. The Health Provider Institution (Institución Prestadora de Salud (IPS)) contracted to adopt and implement the model, only provides preferential consultations. In the period under observation there was a slight increase in the birth rate among adolescents (x 10,000) between 10 and 14 years of age; in the group of those from 15 to 19 years of age no increase was seen. On the other hand, the investment of sectorial resources would seem to be very similar over the different years, but if we were to convert these figures to constant pesos, a decrease in investment and contracting would be evident. It is recognized that adolescent pregnancy is not dependent on the health sector, so it is necessary therefore to develop studies that include a greater number of variables and an analysis that transcends this descriptive study. It must be emphasized that the indicators observed and the process of searching through them revealed little empowerment of the actors within the General System of Social Security in Health (Sistema General de Seguridad Social en Salud (SGSSS)) and their lack of identity as part of the guarantee of the sexual and reproductive rights of adolescents and young ones.
