Resumen
El objetivo de la presente investigación fue demostrar que existen limitaciones políticas y administrativas dentro de la gestión del recurso hídrico del municipio de La Calera, centrado en la falta de equidad entre el casco urbano y las veredas, siendo estas últimas las menos favorecidas con el servicio de agua potable.
Se pretendió analizar la distribución de recursos que establece el Sistema General de Participaciones en cuanto al servicio de agua potable y saneamiento básico del municipio de La Calera, vinculando los problemas políticos y administrativos dentro de la investigación.
La información encontrada se utilizó para demostrar que la cobertura de agua potable no es la adecuada dentro de las veredas del municipio, además que no cuentan con un sistema de alcantarillado, lo cual puede generar problemas de salud pública y ambientales dentro de las fuentes hídricas como las cuencas, los nacimientos y el embalse San Rafael.

Abstract
The objective of this research is to demonstrate that there are political and administrative limitations in the management of water resources in the La Calera municipality, the study focuses on the lack of equity between the town and the rural zone, the latter is the least favored with water service.
The distribution of resources established by the General Participation System in relation to the water and basic sanitation service of the La Calera municipality was analyzed, linking the political and administrative problems within the investigation.
The information found was used to demonstrate that the water coverage is not adequate within the rural zone, and that they do not have a sewerage system, which can generate public health and environmental problems within water sources, such as basins, reservoirs, and the San Rafael reservoir.
