Aplicación de la justicia sanitaria, mediante la creación del seguro obligatorio “SOAPU” para erradicar el Paseo de la Muerte en Colombia

Resumen
El paseo de la muerte es un concepto que representa la falta de atención en los servicios de urgencias de los hospitales colombianos, lo que se traduce en condenar a muerte, por falta de atención, a las personas que incumplen con algún requisito administrativo o no cuentan con los recursos económicos necesarios. Es permanente ver y escuchar anunciar en los periódicos, noticieros y emisoras de radio como mueren cada día un sin número de personas, sin importar género, edad, raza o credo, porque la indolencia del sistema y la tramitomanía los conduce a ser víctimas de este mal. Combinando los principios fundamentales de la Bioética con la Ingeniería Industrial de procesos, se propone crear un seguro llamado SOAPU, el cual debe garantizar totalmente la prestación del servicio de urgencias, sin importar que el usuario cumpla con los requisitos administrativos, tenga dinero, pertenezca a algún régimen de salud, se encuentre en su ciudad de origen, o incumpla alguna condición de las que exigen las clínicas u hospitales donde requiere el servicio. En las condiciones actuales, cuando existe alguna restricción, el paciente es rechazado porque el hospital no tiene a quien cobrarle el servicio, obligando a que el usuario visite varios centros asistenciales, encontrando la muerte mientras se desplaza. Este hecho ha generado una imagen negativa de los médicos y de las clínicas, puesto que la familia siempre culpa al médico o a la institución por no atender al afectado. Al comenzar a operar el SOAPU, toda persona será atendida sin restricción, debido a que si el paciente no cumple los requisitos, el hospital podrá recobrar de manera directa sobre una póliza de seguros. De esta manera, se invierte el flujo del proceso actual, es decir primero se atiende al paciente y después se efectúan los trámites. Con este proyecto se lograrán evitar muchas muertes por indolencia y tramitomanía y se garantizará que el médico pueda cumplir libremente con su función, que el paciente tenga acceso al servicio y que si su muerte ocurre, sea por factores estrictamente clínicos y no por efectos burocráticos o ineficiencia del sistema. Así se logran honrar los principios de la Bioética y combinarla con la Ingeniería para ofrecer una solución real a un problema que afecta la calidad de vida en los países del tercer mundo como Colombia.

Abstract
The dead trip it’s a concept that represents the attention absence on the emergency services at Colombian hospitals, what heads to the death penalty people that doesn’t fulfill the administrative requirements or doesn’t have enough economic resources. Very often you can see or hear on the news (radio, tv, newspapers) how a lot of persons die, no matter age, gender, race or creed, because the system painless and bureaucracy head them to become victims of this scourge. Blending the Bioethics principles with the Industrial Process Engineering, I offer the creation of an insurance called SOAPU, it should guarantee the emergency services, no matter if the user accomplish the administrative requirements, have the money, belong to a health service, be on its origin city or doesn’t fill any of the regulations required by the clinics or hospitals where the person need the services. Actually, when any restriction exist, the patient is rejected because the hospital does not have nobody to be charged for the service, making the patient visit various health centers, meeting the dead while is moving between centers. These facts have generated a negative image of the clinics and doctors, because the family always blames the doctor or the clinic for not taking care of the sick Person. At the SOAPU’s operation start, any person would be attended with no restriction, if the patient does not fulfill the requirements, the hospital could recover directly from the insurance. By this way, the actual process flow gets inverted, first take care of the patient and after take care of the bureaucracy. With these project will avoid a lot of deaths by painless and bureaucracy and will guarantee that the doctor can freely make its function, that the patient have access to the service and in case of death just be by clinical factors and not by bureaucracy effects or system inefficiency. On this way honor the Bioethics principles and blend it with Engineering to offer a real solution to this problem that affects the life quality in third world countries like Colombia.
